Barber Shops, Hair Salons and Malls to Reopen Monday in Sonoma County

Barber shops, hair salons and malls will be allowed to reopen on Monday across Sonoma and other counties under a revised set of health orders issued by Governor Gavin Newsom on Friday.  The reopening was confirmed Sunday by Sonoma County’s health officer as the state of California ushers in a new framework for categorizing counties, and issuing restrictions based upon coronavirus spread.
 
Under the new rules, certain businesses previously shuttered will be allowed to reopen, while others are still prohibited.  While the new order allows barber shops, salons and malls (not food courts) to reopen, restaurants, gyms and museums among other closed businesses will not, for now, be allowed to resume indoor operations.
 
According to county health officer Dr. Sanduri Mase, only a handful of confirmed cases have arisen from the operation of salons, so the county felt comfortable abiding by the new state guidelines and allowing them to reopen.
 
Under the new state rules, which replace the county monitoring system adopted in July, California’s 58 counties are categorized into one of four colored tiers, Purple, Red, Orange and Yellow indicating the degree of transmission that is occurring in each.  
 
Sonoma County joins 38 other counties in the highest tier, Purple, in which widespread coronavirus transmission is taking place.  The new framework is based upon two factors; the number of cases per 100 thousand residents per day over the past 7 days, and the percentage of test results that come back positive, or the positivity rate.  Over the past two weeks Sonoma County has been at the top of Bay Area counties in its 7 day case rate.
 
In order to move to a lower tier, and allow more reopening, a county must demonstrate that its cases and positivity rate qualifies it to do so.  
 
The openings that take place Monday come with detailed rules limiting occupancy, and requiring health and safety protocols be followed before a business can reopen to the public for indoor operations.
